Added check for presence of .NET Framework version 4.8

We added a check for the presence of .NET Framework version 4.8. This version is required to use MKG. If MKG is being updated and an old version of .NET is still in use, the installation will abort and .NET Framework will need to be updated first to complete the update of MKG.
